MinGW runtime with mkstemp fixed?

Would it be possible to upload a new version of the MinGW runtime with the mkstemp function fixed? I'm afraid currently the latest available MinGW runtime is not really suitable for building serious applications, such as the upcoming Binutils 2.32, for example. Please?
