Follow-up Comment #20, bug #45864 (group octave):
In contrast to what I stated in comment #16, this bug is subtly different
than, but closely related to, bug #55143.
This bug is about *any* binary module on Windows "cleaning up after itself";
while bug #55143 is about packages unloading/clearing just their own binary
modules in the course of more general cleanup during (in the end) 'pkg
uninstall'; ignoring the latter just exposes a manifestation / consequence of
this bug.
