[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

Follow-up Comment #10, bug #68033 (group octave):

For the attached patch, I squashed the change from comment #7 into the patch
from comment #2 and added some tests using variations of `octave --version`.

I believe it should be possible to run these tests cross-platform and before
and after Octave was installed. But I only tested on Windows with `make check`
so far.
