Here's a first attempt at a cset which should fix this bug.
AFAICS it has no side effects; in fact it's a pretty harmless.
What it doesn't currently do is unloading a global package if a newer package
release gets to be installed locally. The global binary modules need not be
uninstalled (the local package copy will shadow them) but I'm unsure if they
must be unloaded. The underlying question is:
Does another binary modules with same name as a loaded one but from a
different file shadow (throw out?) the loaded one automatically?
