[bug #47508] package installation very slow due to makeinfo

Thank you for your polite request.  We get a lot of users who demand
paid-level of support for free software that is put together by volunteers.

Coincidentally, I filed a related bug 2 days ago (see
https://savannah.gnu.org/bugs/?68037).  I also found the package build process
to be slow, with no indication of what was happening.

I think this bug report must have gotten lost.  The obvious solution, proposed
here, is to include doc-cache files with the packages in the same way that
Octave core does.  These cache files really only do need to be built once.

One negative, at least for you the user, is that package maintainers will need
to create these files.  Not all of the packages have active maintainers and so
depending on the package it may take months or years before a new release is
done.

On the positive side, Octave 11.1.0 is very nearly release.  This should push
some package maintainers to produce new releases.
