[bug #68112] Pager no longer working under Windows

Ah. I misunderstood the scope of the issue.

I can confirm that this also broken for the CLI.

I agree that it would be nice to keep the pager at least for the CLI.

Reverting hg id 61ecfbf5c436 fixes this regression. But it makes bug #67994
re-appear.

I'll try to find a change (or work-around) that hopefully fixes both issues
without causing a new regression.
