AFAICS, the code line in question has already been changed in the repo to more
or less what you propose (maybe there has been no release since, I don't
know):

Can I close this report as fixed? 

In any event since octave-sqlite has its own issue tracker
(https://github.com/gnu-octave/octave-sqlite/issues), future reports should go
there.
