[bug #68169] Linking standalone executables fails with missing readline symbols

Thanks for the quick fix. Building a stand-alone executable now works again in
the CI. (I don't know what a stand-alone oct-file is that you mentioned in the
commit message. But I'm guessing that you meant executables.)

However, I'm unsure about the changes to the `*GNULIB_LINK_DEPS` configure
variables.
Up until now, these variable contained *all* flags that are mentioned by the
summary from gnulib at the end of running the `bootstrap` script. Are the
readline flags an exception now? Should they be added to these configure
script variables again?

If they actually need not appear in these variables, it would probably help to
leave a comment close to those lines about that exception. That would remind
other developers (e.g., me) to keep them out of these variables the next time
that we update gnulib in Octave.
