[bug #68198] pkg install not allowing uncompressed packages

I agree that this would be a useful feature.  However, nothing is quite as
simple as it seems.  The functions *exist* and *isfile* are not equivalent
because the first searches through Octave's PATH variable, while the latter
looks only in the current directory or at the fully-qualified name.
