Follow-up Comment #7:

I checked that switching to Qt standard icons works for me. We lost the
distinction between topl and botr, top and bottom, etc... but in the mean time
we end up with the advantage that the cursor theme is the same as the OS,
which IMO makes Octave look more "integrated".

I think the fact that in zoom or pan mode, the "pointer" property does not
reflect the actual pointer is not a regression (it has always been like this)
so it is a separate bug and I think it is OK to close this report now.
