I'm trying to build Octave 11.3.0 with texi2dvi from texinfo 7.3 and tex and
pdftex from a current version of texlive.
The error:

  CXXLD    src/octave-cli
  GEN      src/octave-cli-11.3.0
  MAKEINFO doc/interpreter/octave.info
  TEXI2DVI doc/interpreter/octave.dvi
  MAKEINFO doc/interpreter/octave.html/.octave-html-stamp
/usr/local/bin/texi2dvi: Your TeX installation appears to be broken -
texi2dvi
cannot determine auxiliary files output from a TeX run.

You may need to install TeX, or change the values of your PATH, TEX
or PDFTEX environment variables in order to proceed.
make[2]: *** [Makefile:32655: doc/interpreter/octave.dvi] Error 1


pdftex and tex are in the PATH, so I'm not sure what the problem is.


System information: Chromebrew x86_64 (linux)
