Follow-up Comment #1, bug #68437 (group octave):

Why your `texi2dvi` is in `/usr/local`? 
It looks to me that you might have multiple TeX installations that conflict
with each other. 
Other possibility is that you may have just TeX binary installed, but not all
neccessary packages, but I expect the error would have been different in that
case.
