I am not here to ruin your day. However open source software is coming closer to not being exempt from ISO 9001 internationally. Free software will have to be bug free in a few years. I work for the UN and have ordered it. Development will just have to run slower. Everyone is tired of non-standardisation in software.

Bugs are still bugs, the ecosystem is cross platform, it needs to be agnostic. Windows is an operating system and devs are responible for programming accordingly to the deployed enviroment. What you say is partially incorrect, it is actually generally only inside the scope of a team effort.
