yes. you don't even need to run a full install. there are zip and 7z
packages for userspace installation anywhere without the need for admin
privileges.  The temp folder can be set to wherever you need it to be.  the
system is quite able to work around the deficiencies of the windows
environment, to the point where they even have special platform build
routines to accommodate things like windows being unable to do most
compilation tasks needed for some package installation.
