New octaviz

Hello all,

New octaviz (http://octaviz.sourceforge.net/) (0.4.0) is released! This 
release is generally more stable than previous release and fixes large number 
of bugs. Besides all the bugfixes, the quality of high-level scripts and 
on-line help improved considerably thanks to Jonathan Stickel now an official 
octaviz developper. Feature-wise the most important improvement is 
experimental support for VTK callbacks. Finally, new octaviz should finally 
play nicely with CygWin.

Comments, bug reports, feature wishes and comments are more then welcome.
