This Microsoft bug may be causing this: http://support.microsoft.com/kb/932590 "Microsoft Windows-based applications that use the TZ environment variable may not work as expected because of changes to daylight saving time (DST). " The problem is caused by rcs using the msvcrt.dll library, which was not updated by the regular dst update. There is a fix on that website. It worked for me.
