   RCS 5.9.2 [...] rlog fails with an error message of the form:
   rlog: ./handandfoot/runnables/UpdateStacks.java,v:20: branch refers to n=
on-existent revision `1.16.2.1'
   rlog aborted

I was able to reproduce the problem locally.

   Can anyone see what the problem is?
   Or is this possibly a bug in RCS?

It is possibly a bug in RCS.  I don't have time at the very
moment, but will investigate further in about 12 hours.
