True, but don't you need to actually type ^A^W to see that
something has actually changed? I want it to appear on the
hardstatus line all the time ... without typing the "windows"
command. I could be misunderstanding what you mean, and I've
tried reproducing the example you gave below with no luck.

Well, I've upgraded to your version of screen, and I still need
to actually execute the "windows" command in order to see either
the bell '!' or activity '@' flags. It does not show up on the
hardstatus line otherwise. Unless again I'm misunderstanding
what you mean.
