Thanks for your report.  However I believe you are confusing the
external /bin/echo command with the internal built into the shell echo
command.  The /bin/echo does recognize those two options.

  /bin/echo --version
  echo (GNU sh-utils) 2.0

  type /bin/echo
  /bin/echo is /bin/echo

  type echo
  echo is a shell builtin

  echo --version
  --version
