I'm experiencing the same problem too if I use the http (no problem with 
ftp, 
ftp://ftp.gnu.org/gnu/src-highlite/source-highlight-2.3.tar.gz.sig); I 
guess it's a problem of the browser that tries to rename the file with 
another .tar extension after the .sig.

I'm CCing the e-mail also to the webmasters
