Chromium Docs updated.

  Hi,

  I've just committed a bunch of files to CVS. 

  Creation of doxygen directory. To generate the doxygen docs, set
  DOXYGEN=1 in options.mk
  
  Some of the source code has doxygen readable comments.
  
  I have set links in nav.html to the doxygen index files.
  
  There is also a preliminary cr.spec file in the toplevel directory
  it currently puts Chromium in /usr/local/cr-%{version}/* for now.

  Feel free to modify it.
  
  I have also cleaned up and modified the doc webpages to make them a little
  more up to date and I've added three new documents:
  
  	- A preliminary FAQ has been added.
  	- Chromium for Beginners by Sean Ahearn at Livermore Labs is now
  	  in the docs in  web page form.
  	- A nice overview of Chromium (donated by Randy Frank at Livermore Labs) 	  is now in the docs as well. There is a nice matrix that compares Chromium
  	  against other technologies.
