I believe that you can with the proper SPU's on both the portable and
server, though I've never tried it.   A similar option is to use
Chromium's VNC SPU on the server and a VNC client on the portable.

However, what you're referring to is right up VirtualGL's alley
(http://virtualgl.sourceforge.net/).  It has several types of
configurations, a low-latency, modified-JPEG compression, and supports
(optional) SSL encryption of the pixel stream, and a few other nice
little features.  Also, I think you can use it on conjunction with
Chromium if you server is a cluster, though I haven't tried that yet.
