Yes, Vista and beyond are missing from the “targets” list; nevertheless, I don't know a technical reason why binaries created with VC8 won't run on these platforms... I certainly never heard of an application not working on Vista or 7 because it was built with VC 8... I suspect the “target” has to be taken in an API sense here. So you can't (easily) build applications that use Vista+ features because the Windows API headers/libs simply don't have declarations for the interfaces etc for these features.
