For the record, good reasons include:
* CS itself is barely useable without shader support. (It's definitely much less fun.)
* GL 2.0 was released in 2004. Any remaining hardware not capable of it was probably recycled 2yrs ago.
* And even if there's no hardware support, Mesa + llvmpipe provide a decent software rendering.

Yeah, supporting ES 1.x is likely not worth it.
Actually, the (now) latest available version is 3.0. I think it's a good idea to check how compatible it is to 2.0.
