I don't know enough COLLADA FX to answer precisely to this, but you should try to work by steps: implement the support for a basic material with a single shader, then add support for shader variables, then add support for combinations of shader snippets, etc. You can also have an idea of the COLLADA FX tags that are the most commonly used in looking at some example files.
