I received advice, perhaps incorrect, that the Japanese localization of
Windows can now read UTF-8 files.
Please help me to understand exactly when, and for which files,
it is still necessary to provide Shift-JIS encoding.

As of December 2023 there were 3 files in the repository using Shift-JIS
    ./win/README-Windows-ja.txt
    ./src/win/README.win-ja
    ./win/Copyright-ja.txt

I thought that the first file (README-Windows-ja.txt) was for users to read.
I thought that the second file (README.win-ja) was for the binary distribution.
Is this wrong?
Are both README files needed?
Do both of them need to be in Shift-JIS for the installer to work?

All three files have been converted to UTF-8 in the development branch.
Should they be reverted to Shift-JIS?
