README-Windows-ja.txt is for users to read and for the binary distribution.
README.win-ja is for Japanese localization but it is outdated and is not included in binary distribution.
Only README-Windows-ja.txt is needed and README.win-ja is not necessary.

It is better to be reverted. Sorry for my previous incorrect writing.
