Yes.  A MNG containing aPNGs would work but would be grossly
inefficient.
It could say that any aPNG chunks found in the datastream can (of
course)
be ignored, and should be discarded, with a warning, when copying a MNG
datastream.  It could recommend that aPNG chunks be removed by any
software that creates MNG datastreams from PNGs.  Similar to a
recommendation
of removing the thumbnail from a JPEG when reducing a JPEG to a
thumbnail
or to a JNG.
