About a mng program.

At first, i would like to be sorry for asking, and for my bad english. I have come to the site that contains information (a huge information, i must tell) about .mng. But i don´t know how do i creat this special animations. It is true that adobe programs, like photoshop can save in this kind of file format (.png), but i donnot know a program that saves or makes animations in .mng format. 

I would ask your help about knowing the right program.
