there's a page which lists a lot of programs that can deal with the MNG
format:

For Windows, there are some programs which can create MNGs. Most of them
are shareware or have demo versions on their homepages, so just try them
out. I found Jasc Animation Shop easy to use, but last time I checked
the MNG files it creates were not standards compliant. I mostly use
ImageMagick (www.imagemagick.com). This is a free tool, which can
convert multiple images into one MNG file, and also convert different
MNG file formats.

Note: It seems to me that although many programs can write MNG files,
they don't make much use of advanced features / compression etc. I
therefore convert / recompress most MNG files I create with other tools
again with ImageMagick to get the best file size and standards-compliant
files.
