Exporting with mouseover popouts?

OmniGraffle Users -
	I've got a document with a number of small-ish shapes, each with a  
short text description/label on it. I use the 'on doubleclick' action  
to link to external web documents more clearly describing the item in  
detail, but would really like some sort of 'on mouseover' event to  
give a brief one to two sentence description. It pretty much works in  
OmniGraffle itself, but I don't expect many of my users will have  
OmniGraffle installed as an extension to their web browser. Instead,  
I've tried exporting to .pdf with notes included, but sadly, they show  
up as rather large yellow note-tags, rather than on-mouseover events.

	What (if any) is the preferred method for exporting to a format that  
supports such a thing? Is there a format that supports such a thing?  
I've had no luck searching the help or forums on this (perhaps I'm  
using the wrong keywords) so any help or advice would be appreciated.
