My recollection was that 1.7 was introducing a new simplified API 
for libpng. However, the person working on it quit.

Glenn was not the impetus for the new simplified API and so he 
continued maintaining 1.6 while he was still alive.

It seems likely that 1.7 is temporarily or permanently abandoned. 
Perhaps some improvements from it can be integrated into 1.6.
