PNG-1.2 spec, paragraph 14.3, explains what that phrase means. It has
nothing to do with bit depth. Look in the IHDR chunk specification for
the limits on bit depth. BTW paragraph 14.3 was removed from the PNG
spec during conversion to an ISO spec, although the term is still used
there.
