For completeness, you may actually formulate it as follows:

"Encoders are allowed, but not required to update or delete the
thumbnails or preview images embedded in the Exif profile upon
modification of the PNG image data. Conversely, decoders should not
expect any embedded thumbnails or previews to be an up-to-date
representation of the image data."
