I think "and/or" should be read as "or IFD[0] or IFD[1] or both".

IFD[0] could be used if eXIf contains only metadata; IFD[1] could be 
used for preview without metadata; both - for preview and metadata.


Another solution is design preview chunk and forbid IFD[1] in eXIf.
