The IFD0 pointer (bytes 4-7 in the TIFF header) is the offset from the start of the TIFF header to the start of IFD0. Similarly for all other IFD pointers. I don't see the point of mentioning anything about padding or filling before an IFD because this is obvious for anyone who understands the EXIF/TIFF specification.
