You could simply replace (2) and (3) in the rationale with a statement
to the effect that since the chunk format is entirely defined by the
EXIF specification use of the chunk data, as opposed to just copying
it, requires a good understanding of that specification and the
underlying TIFF specifications.

It might be helpful to add to the security considerations an
observation that, "Libraries exist which handle errors and potential
security issues within the data.  Such errors do exist in real camera
data and therefore implementing EXIF handling code from scratch is a
significant undertaking."
