Thje alternative seems to be to adopt a chunk description
like what WebP has.  Basically nothing, and leaving us
to guess things like whether the ExifID is oncluded,
big-endian vs little-endian, etc.

We'va already disapproved such a minimal chunk description,
so I guess we're done now.  The best I can foresee is
a 6:4 result of a revote (none of the downvoters have
expressed approval.  It's 6:4 not 5:5 because I'm willing
to switch to YES on the current draft, but that's not
consensus.
