I don't much care either; I don't expect anyone to read the spec, it's
much easier to reverse engineer it from the actual chunk.

The issues are safe/unsafe, because it affects the behavior of
decoders that do not recognize the chunk and the precise format
(compressed, uncompressed, split into parts).

What has changed is that more discussion has thrown out some of the
chaff; people reading this understand more of the issues/non-issues
and may feel better placed either to cast a vote for the first time or
to change a vote.

Certainly my vote has changed, again.
