This seem to be more or less the contents of the GTK2 installer available
from here:
http://www2.arnes.si/~sopjsimo/gimp/unstable.html
(which, btw, is at least partly repackaging the files mentioned above).

I'd recommend to use the GTK2 installer. If Sodipodi can't find some files
when launched, it should be fairly easy (if you know how, that is) to add or
adapt anything that's missing - most probably some registry entries that
adjust PATH when sodipodi.exe is launched. In contrary to "standard" ;) windows
experiences, uninstalling or rebooting shouldn't be neccessary in this case.
