Hello! The behaviour of dialog windows is somewhat configurable - Choose Dialogs->display from right-click menu, and you can switch them to appear in taskbar. As I said, the main problem making thm to be always-on-top is: on top of what they should be in case of multiple documents? Furthermore, they then do not appear in the window list even though I know that they are behind the main editing window. I have to configure them "always on top" or keep re-opening them all the time.
