[Flags] Some corrections.

Hi, hope not to start a flame war but I found errors on flags regarding 
spanish autonomous communities and historic flags.

- The flag labelled "Basque" should be labelled "Spain, Basque Country" 
as the other spanish autonomous communities flags.

- The flag labelled "Batasuna Basque Nationalist Party" should be 
labelled "Herri Batasuna (terrorist group)", or most probably "Herri 
Batasuna (terrorist group, historic)" as this flag hasn't been used for 
years by these organization even before it was declared a terrorist 
group by both Spain and the European Union. There is no formal 
relationship between "Herri Batasuna" and the "Basque Nationalist Party".

- The flag labelled "Spain, 2nd Republic, Historic" is quite incorrect, 
the three stripes should be the same size and the coat of arms even 
bears the royal crown (the real 2nd republic flag has a rock crown). I 
think this flag should be retired until someone draw a correct one as 
this seems to be an ugly hack with little knowledge of the original
