Thank you for pointing these out!
Of existing flags:
1. basque - we planned it initially to be like other Spanish
   provinces too - but the original submitter wanted it to be
   simply 'basque', pointing out, that the same flag was and
   is used officially in French basque territory too. Quick
   check in flagspot http://flagspot.net/flags/es-pv.html
   seems to confirm this.
   I understand that this is political problem in Spain, but
   there is little we can do, until there will be more flexible
   categorization of flags that allows flags to be in many
   categories. Similarly we have 'Taiwan', not 'China, Taiwan
   province'...
2. AFAIK Batasuna was political party until closing, and flagspot
   seems to suggest so too (http://flagspot.net/flags/es}pv.html)
   so I called it such. The other alternative is 'movement' that
   may be more correct - I have to think more about that.
   'Terrorist' is just adjective, and I do not think we should
   label organizations/countries by such terms.
3. I forwarded your comment on the flag of 2nd republic to the
   author.
