I know this is a very preliminary suggestions, but why not port dillo as an 
interim browser.  It'll do enough of the basics to get you by and the code 
can be read and understood in a few hours, Its C++ IIRC so the networking 
code should come over clean and only the rendering engine and interface will 
need porting, but the interface is pretty simple so it shouldn't take much.
