How about my idea: Create a [email protected] mailinglist. And every mails, which went to [email protected] goes to users AND developer. Every mails (like this bugzilla-notification), which went to [email protected] goes only to developer. Hm? And if a topic, which start in gpe-devel mailinglist, and one of the developer want to let user know, then he can send to gpe@... instead of gpe-devel@... .
