  I guess it's ipaq-sleep daemon who is responsible for this -- in GPE
it should be configurable in Settings -> Sleep Config (option Auto dim).

  There should be also command 'bl', which sets backlight intensity (or
disables it at all), and there is also GPE applet called 'Light
control', which sets backlight intensity. OPIE probably has something
similar, but I have not used it yet:)
