When a Li-Ion battery fails through "exhaustion", it will manifest a high resistance condition. The charging circuit "reads" this high resistance condition and misinterprets it as meaning that the battery has attained a full state of charge, when in fact no such condition exists. Thus the steady LED. You may attempt any, and all other remedies, but to rule out the simplest and most efficacious remedy, i.e. replacing the battery, if for no other reason than to test the ACTUAL condition of your current battery, through some arcane decision making process leaves me speechless.
