"Can't read control file"

Anyone know what would cause the bootloader to give a "Can't read
control file" error when trying to install Familiar 0.8.4 from a flash
card on an iPaq 3600?
CF card is vfat formatted. I have all the files on the root directory
of the CF card, pressed the reset button while holding the action
button, and pressed record button, exactly as per the instructions.
This problem has been reported on the mailing list before, and the
only solutions suggested are things like "reformat the card and try
again" and "copy the control file before everything else," both of
which I've tried to no avail.
