I ran into the same set of problems you did, I think my fix was just to set a 
couple ENV variables in my profile to point groff at the right dirs, and 
pretend it didn't happen...

export GROFF_FONT_PATH=/usr/share/groff/1.19.1/font
export GROFF_TYPESETTER=ascii
export GROFF_TMAC_PATH=/media/card/packages/usr/share/groff/1.19.1/tmac

I don't think I did anything more than that to get it working, but I might be 
forgetting something... (of course the last one will need to be changed if your 
man pages aren't installed on an SD card....)

I know I'm being bad by figuring this out but not sharing the solution with the 
developers better, but I'm lazy, sorry
