Have you tried Qtopia development? You do not need scratchbox, only a 
toolchain for the target devices.

You can do this now, for Opie and Qtopia. Initial development on the 
desktop is rather easy, no real special tools needed, except for say, 
qvfb, which comes with the qtopia sdk. You can even use KDevelop, it has 
a few application templates for both Opie and Qtopia.

In the case of Opie, you just won't be able to test it on the device (on 
zaurus and ipaq with the very latest releases), without a proper 
toolchain that matches the softfloat one Opie uses.

For Qtopia, there are the standard arm-linux 2.95 toolchains available 
you can use, and you have a variety of zaurus roms to choose from 
(depending on your target device).
